  UtBS S9: Avoid 'punishing' the player for saving the rebels (#6362)

* Avoid 'punishing' the player for avoiding bloodshed by giving rebels zero upkeep costs for the scenario upon reuniting with Kaleh's side.

Resolves #6229.
