[wesnoth-i18n] String freeze for 1.14.10

Hi all,

There is a string freeze on the 1.14 branch starting now in order to enable 
you to update translations for the 1.14.10 release, which is currently 
scheduled for the 26th of January at midnight UTC, barring any last minute 
situations.

There's a rather substantial amount of string changes this time around, so if 
any of the translation teams (especially those that were at or near 100% 
completion) feel that 13 days is not enough time to work on updating 
translations, make sure to tell us in advance so that we can look into 
postponing the release as necessary.
