[wesnoth-i18n] String freeze for 1.14.10

Hi all,

Due to unforeseen circumstances, we're going to be releasing Wesnoth 1.14.11 
this February 2nd at 00:01 UTC. The string freeze that was already in place 
for the 1.14.10 release is still in effect, so you don't need to worry about 
any new string changes in the meantime. This should give you a little more 
time to go over any strings you didn't manage to get done in time for 1.14.10.
