[wesnoth-packagers] Wesnoth 1.16.0 is out!

Hello,

Wesnoth 1.16.0, a new feature release and the first of the 1.16.x stable 
series, is out now.

The sources are already available on SourceForge.net, and files.wesnoth.org 
(for backup or in case you don't trust the authenticity of the files on 
SF.net).

There are a few changes in this version compared to 1.14.x that affect 
packagers including a few library or toolchain version requirement bumps — but 
if you have been tracking the 1.15.x series, there should be no changes 
compared to 1.15.18. For more details, you can check the INSTALL.md file.

NOTE: This release also marks the official end of support for the 1.14.x 
series.
