[wesnoth-i18n] Biweekly pot updates

Hi,

Starting 7/25, as per the new release schedule (https://forums.wesnoth.org/viewtopic.php?f=2&t=52785) <https://forums.wesnoth.org/viewtopic.php?f=2&t=52785>, bi-weekly pot updates will be done on Wesnoth's stable branch (currently 1.14).  A string freeze of two weeks will also still be done prior to the release of any new stable branch releases.
