No, fuzzy strings do not count. Fuzzy strings are just "somehow close" to a new
string so need to be reviewed since they can also be very far off (for example
"Orb" vs "Ork" which is a 66% overlap but to any reader "something totally
different", that one was a case of a fuzzy marking in the early days).
