[wesnoth-i18n] 1.16 Release Announcement out, Steam metadata updated

Hi,

The announcement is now officially up at its definitive location:

While Wesnoth 1.16.0 is now officially out, you are still welcome to submit
new or updated translations until the time for the Wesnoth 1.18 announcement
comes at some point in the not-so-distant future!

Additionally, the Steam metadata has received a few last-minute updates for
1.16.0:

I believe Pentarctagon made the version number substitutions on Steam
like I instructed him to do, but the "64-bit only" note needs to be translated
